HOUSE JOINT RESOLUTION NO. 41 Relating to consideration of                     
individual fishery quota shares block proposals by the North Pacific           
Fishery Management Council, was read the second time.                          
                                                                               
Senator Taylor moved and asked unanimous consent that HOUSE                    
JOINT RESOLUTION NO. 41 be advanced to third reading and                       
placed on final passage.  Senator Duncan objected.                             
                                                                               
The question being: "Shall HOUSE JOINT RESOLUTION NO. 41                       
be advanced to third reading?"  The roll was taken with the
